Mateo is a Civil Guard in the coastal autonomous city of Melilla (located in north Africa but belonging to Spain).
However, his job is to secure the barb wire that separates the city from the rest of Africa in order to prevent African immigrants from entering Spain.
Mateo witnesses his partner Javi hitting an immigrant named Tatu in the head with his bat.
This caused the immigrant to fall off the barb wire to the ground and die in the fall, causing anger among the other immigrants who witnessed it.
